Advancing Labor Standards and Enforcement in Trade Deals
Trade deals expose workers to competition from workplaces with different wage levels and labor conditions. Without strong labor rights and effective enforcement mechanisms, this competition can foster a race to the bottom in wages and working conditions at home and abroad.
The United States-Mexico-Canada Agreement (USMCA) includes the most advanced labor terms in any trade agreement worldwide. USMCA requires countries to ensure their domestic labor laws provide the rights guaranteed in the International Labor Organization’s core conventions. To enforce these protections, the USMCA includes an innovative facility-specific enforcement mechanism, called the Rapid Response Mechanism (RRM), that allows company-level sanctions when workers are being denied their right to organize and bargain collectively.
Rethink Trade is among few organizations litigating RRM cases and has identified crucial improvements needed to make it deliver on its goals. The USMCA requires the United States, Mexico, and Canada to review and either renew or start a countdown to terminate the deal by July 1, 2026. Learn more about the review timeline here.

USMCA’s Rapid Response Mechanism: A Primer
A Primer on How to Use this New Labor Enforcement Trade Tool to Fight for Workers’ Rights: This document provides a brief explanation of the ways in which workers, democratic unions, and civil society organizations can use this new tool in their fight for better wages and working conditions in Mexico. It includes a description of what sorts of violations can become the subject of a potential RRM case, how to file a petition, what kind of evidence workers and unions should gather to build a case, what process should be followed, and possible outcomes.
Una guía sobre el Mecanismo Laboral de Respuesta Rápida del T-MEC
Una cartilla sobre cómo utilizar esta nueva herramienta para luchar por los derechos de las y los trabajadores: Este documento ofrece una breve explicación de las formas en que trabajadores, sindicatos independientes y organizaciones de la sociedad civil pueden utilizar esta nueva herramienta en su lucha por mejores salarios y condiciones de trabajo en México. La cartilla incluye una descripción de los tipos de violaciones que pueden ser objeto de un caso bajo el Mecanismo, cómo presentar una petición, qué tipo de pruebas deben reunir los trabajadores y sindicatos para construir un caso, qué proceso debe seguirse y los posibles resultados.
